First create a postscript (ps) version of the file you want to create. See how_to_create_ps_file_from_windows.html

If you haven't done so already, download and install GSview and Ghostscript for windows. These can be found by searching http://www.google.com for GSview and Ghostscript. These were available at http://www.cs.wisc.edu/~ghost/doc/AFPL/get811.htm at the time this was written. Use instructions which appear on the download page.

With GSview installed you can double click on any ps file to launch GSview.

Once in GSview you can use the convert function in the file pulldown menu with Device pdfwrite selected. This convert function allows creation of a pdf file. Suggested resolution is 600 dpi.
